Lianhe Zaobao - MOH reviews overseas MediSave scheme as RTS Link nears

The Ministry of Health told Lianhe Zaobao that overseas MediSave claims averaged about 300 a year from 2023 to 2025, below the roughly 400 a year seen before the pandemic, and that most were for obstetrics and gynaecology. With the Johor Bahru–Singapore RTS Link expected to increase cross-border patient flows, MOH is reviewing the scheme's framework.

The scheme, introduced in 2010, lets eligible Singapore Citizens and Permanent Residents use MediSave for specified inpatient treatment and day surgery at approved overseas hospitals, with the same withdrawal limits as in Singapore. Regency Specialist Hospital in Johor and Mahkota Medical Centre in Melaka, both part of HMI Medical, are currently the only participating hospitals.

HMI Medical Group CEO Chin Wei Jia told the paper that Singapore patient numbers at Regency have more than doubled over the past three years. Fewer than one in ten use MediSave, since most come for health screening, specialist consultations, scopes and scans, which are self-paid, but MediSave use is growing steadily. The hospital is expanding and intends to apply for Regency Medical Care Centre to join the scheme.
